Publishing a Workflow enables Users to submit Forms to generate a Request and initiate the process.
Unpublished Draft (not published) Workflows are not available to Users.

Publish Workflow
The Publish Icon is only enabled when The Request Template has been Mapped to a Form.
Click the Publish Icon to display the Publish Workflow window.
